            Description

            As a 'theme' developer I want to use content includes in my themes. In a multi store environment I want the system to use correct content by URI by firstly checking shop specific variant.

            The rule is:
            1. Try to look up shop specific variant
            2. If #1 failed try to lookup base name
            3. I want to prevent programmatic access to content that does not belong to the shop.
