Search suggest fallback

As a customer I would like website to be smart enough to provide search suggest in category with automatic fallback to global search suggest, so that I do not need to control it using search buttons and not getting confused why I see no results.

TD:

• remove category suggest on/off mode
• improve /internal/productsuggest to have automatic fallback
