Shipping cost strategy based on weight and/or volume

As a business user that uses courier services with weight and volume based pricing I would like to be able to configure the prices for shipping.

• I would like to set weight (kg) and volume (m3) tiers for pricing
• I would like to be able to set max kg/m3 for given courier to prevent to large shipments
• I would like the strategy to be flexible to use either or both product metrics and choose the highest price for shipping cost
