Allow cancellations and returns per shipment.

As a business user I would like to be able to cancel/return individual shipments rather than the whole order.

Use case 1: Customer orders mixed delivery, receives Standard but wishes to cancel Pre-order shipment
Use case 2: Customer orders mixed delivery, later wishes to return only single delivery.
