Images are not rendered correctly when image filename is not latin 1

This related to import images issue I think ( YC-74 ). The image gets imported but is not rendered possible because of url encoding.

E.g.

The href is encoded as:

https://localhost:8443/yes-shop/imgvault/HP-%D0%9C%D0%BE%D0%B1%D0%B8%D0%BB%D1%8C%D0%BD%D0%B0%D1%8F-%D1%80%D0%B0%D0%B1%D0%BE%D1%87%D0%B0%D1%8F-%D1%81%D1%82%D0%B0%D0%BD%D1%86%D0%B8%D1%8F-HP-EliteBook-8760w_LY534EA_a.jpg?w=280&h=280
