i18n for custom order attributes

As a business manager I would like to have localisable view for all custom attributes when viewing order.

TD:

• New attribute group ORDER for defining the attribute localizations
• Adjust CustomValuesListConverter to inject ORDER type attribute definitions for data enrichment
• Adjust CustomerOrderComponent to display attribute name instead of code if it exists
